The initiative forms part of Pillar 3 of the Simandou 2040 Program, which seeks to modernize governance and strengthen the country’s economic competitiveness.

What Is TELEMO?
TELEMO is now the sole authorized platform for managing public procurement procedures in the Republic of Guinea.
More than a simple procurement portal, it functions as a fully integrated digital ecosystem covering the entire contract lifecycle.

Businesses can access, review, and submit bids electronically from anywhere in the world.
Electronic Contracting (e-Contract)
Contract creation, execution monitoring, invoicing, and administrative follow-up are managed digitally.

A Rwanda-Inspired Model for Digital Governance
One of the most important aspects of TELEMO is its origin.
The platform emerged through a South-South cooperation framework between Guinea and Rwanda, a country widely recognized for its leadership in digital public administration and e-government services.
