When accidents or fires occur, every second matters. Saving lives requires more than courage and goodwill it demands organization, expertise, and highly trained leadership. In spring 2026, Guinea’s General Directorate of Civil Protection (DGPC) reached a major turning point in its modernization process.

Since 2012, cooperation between Guinea and France in the field of civil protection has continued to strengthen. But the initiatives carried out between March and May 2026 at the National Police and Civil Protection Academy of Kagbelen represent a historic leap forward for the country’s emergency services.

Guinea’s first National First Aid Guide: Ending the copy-paste era

For decades, many African emergency responders relied on manuals designed for European realities. That era is now over.

After more than six months of collaborative work, a team of seven Guinean instructors, supported by French experts, finalized Guinea’s first-ever National First Aid Guide.

What makes this document historic is its local adaptation. It was designed specifically for Guinea’s realities: traffic congestion in Conakry, difficult access to rural communities, tropical climate conditions, and the actual logistical resources available to rescue teams.

The guide will standardize emergency response techniques nationwide. Whether an accident happens in Labé, Nzérékoré, or Kaloum, victims should now receive a more consistent level of professional care.

Training a new generation of emergency leaders

A strong guide alone is not enough without capable leaders managing emergency operations. That is why 26 Guinean officers (25 DGPC trainees and 1 Air Force firefighter) also completed an intensive three-week training program to become Fire and Rescue Center Commanders.

From operational management and field command to human resources and crisis decision-making, participants were trained to lead effectively under pressure. Supervised by both Guinean instructors and French civil security experts, they are now prepared to manage emergency centers with greater professionalism and efficiency.

Guinea’s Civil Protection system is evolving rapidly. More modern, more responsive, and more professional, it demonstrates how international partnerships supported here by France through DCSD and Expertise France can deliver real impact when they focus on autonomy, knowledge transfer, and long-term capacity building.
