Owning property back home remains one of the biggest dreams for Guineans living abroad. Yet for years, that dream has often turned into a nightmare marked by unfinished construction projects, land disputes, unreliable intermediaries and the absence of secure mortgage systems adapted to the diaspora.
The Guinean government now appears determined to change that reality.
Through Official Communication No. 006/2026 published on May 13, the Embassy of the Republic of Guinea in France and Portugal announced a major national consultation targeting Guineans abroad. Led by the Ministry of Foreign Affairs, African Integration and Guineans Living Abroad (MAEIAGE), the initiative seeks to evaluate the real housing needs of the diaspora and create a more structured real estate ecosystem.
Simandou 2040: Building more than infrastructure
This initiative is not just another administrative survey.
It is directly connected to the government’s long-term “Simandou 2040” vision, particularly its strategic priorities focused on infrastructure development and access to decent housing. The objective is clear: before launching large-scale housing programs, the government wants precise data about the expectations, purchasing power and financing capacity of Guineans living overseas.
For years, developers often built projects disconnected from the actual needs of the diaspora. This consultation aims to reverse that logic by putting demand analysis first.
A survey designed to transform the real estate sector
The online identification form reveals a much deeper ambition than simple data collection. It reflects the government’s intention to build a fully structured housing and financing ecosystem around the diaspora market.
Participants are asked detailed questions regarding:
The type of property they seek : land only, land with construction, apartments or villas ranging from F2 to F5.
Financial capacity : estimated budgets and annual income brackets.
Preferred financing method : mortgage loans, direct purchase or housing savings plans, along with the applicant’s banking institution.
This information could become the foundation for future partnerships between the government, banks and real estate developers to launch secure housing programs tailored specifically for Guineans abroad.
A turning point for diaspora investment
For decades, the diaspora has injected billions into Guinea’s economy, often through informal channels and poorly protected projects. Yet despite this massive financial contribution, very few institutional tools existed to secure those investments.
That may finally be changing.
If successfully implemented, this initiative could open the door to structured mortgage products, more transparent land acquisition systems and professionally managed housing developments capable of restoring trust between the diaspora and the local real estate market.
The message from the government is straightforward: Guinea wants its diaspora to stop being simple remittance senders and become long-term investors in national development.
